1- What is CİMER?

CİMER is an abbreviation for "Presidential Communication Center". CİMER is an electronic public service tool created for the exercise of the right to petition and the right to access information.
2- Who can apply to CİMER (Presidential Communication Center)?
• Citizens of the Republic of Türkiye
Individuals who are 12 years of age or older and have the capacity to make reasoned decisions, Turkish citizens living abroad, those who have lost their Turkish citizenship by obtaining an exit permit, holders of blue cards, holders of dual citizenship, and those with limited capacity who have the capacity to make reasoned decisions can apply to CİMER (Presidential Communication Center).
• Private Law Legal Entities
Private legal entities can apply through an authorized person, including the entity's name, address, and authorization document. Foreign legal entities operating in Türkiye must ensure that the information or documents they request from public institutions, in accordance with the provisions of the Law No. 4982 on the Right to Information, are related to themselves or their field of activity.
• Foreigners
Foreigners can apply by letter or fax on the basis of reciprocity, in accordance with international agreements.,
3. What should be the scope and subject of the applications?
There must be a connection between the event described in the petition and the applicant or public institution. Therefore, applications that are not related to individuals and do not have a social character fall outside the scope of the right to petition. Applications that concern the individual but do not fall within the purview of any public institution are also outside the scope of the right to petition. Similarly, applications containing opinions and wishes are not considered within the scope of the right to petition. The right to petition, within the limits of freedom of thought and expression, cannot be used in a way that contains elements of a crime with the aim of insulting, threatening, abusing, humiliating, or slandering another person.
According to the Right to Information Act, applications must relate to information or documents held by public institutions or that should be in their possession due to their duties. Information and documents include all types of data, written, printed or reproduced files, documents, books, magazines, brochures, studies, letters, programs, instructions, sketches, plans, films, photographs, and electronically recorded information, news, and data carriers found in the records of public institutions.
4- How can I apply to CİMER (Turkish Presidential Communication Center)?
Through the CİMER Website
“After selecting the "Apply" button, applicants are directed to the application screen after entering their Turkish Republic Identity Number, full name, the first and last letters of their mother's maiden name, and mobile phone number. This is done by verifying the code sent to the applicant's mobile phone. In the identity information section, the applicant's Turkish Republic Identity Number, full name, address, and mobile phone number are automatically filled in by the system. Applicants are also required to enter their email address; their educational status is optional. However, applicants can use a different address for mailing and, if they wish, share their location information, particularly to facilitate on-site investigation of problems arising in local services.
The applicant is then directed to the application details screen where they can create their application text and attach files. In the final stage, the applicant is directed to an application preview to verify the accuracy of both their identity information and application text. After reading and approving the legal information document, they click the "complete application" button to finalize the process. Once the application is completed, the applicant is given an application number to track their application and receives confirmation of receipt via email.
Via e-Government
Applicants can access the application quickly by logging into the e-government system using their e-government password, mobile signature, electronic signature, Turkish Republic Identity Card, or internet banking information and password, and then typing "CİMER" in the search section. They can then follow the instructions to check the status of previous applications or submit a new application through the process described above by being redirected to "www.cimer.gov.tr".
Application by Phone (ALO 150)
Applicants can submit a CİMER (Presidential Communication Center) application by calling the ALO 150 telephone line. When an applicant calls ALO 150, a CİMER user at the Governor's Office of their province answers the phone and, through guiding questions, registers the person's application and either directly forwards it to the relevant public institution or transfers it to the Presidency of Communications for preliminary evaluation. It is also possible to request that identity information be kept confidential in applications made via the ALO 150 telephone line.
5- Application Types
“What should the subject of the "request" type application be?
If the subject of your application is a specific request or service you wish to receive, you should select "Request" as the application type.
For example; Examples include job applications, road construction requests, social assistance requests, medical equipment requests, and tax debt restructuring requests.
“What should be the subject of a "complaint" type application?
Regardless of nationality, age, etc., if a person has suffered harm or been victimized for any reason, and the situation concerns only that individual (not the public), then the type of complaint should be selected.
For example; Examples include complaints about an employer failing to pay employees' salaries, noise from a neighbor, uncollected garbage, or unfairly imposed fines.
“What should be the subject of an application for the "reporting" type?
A report is when a person who has witnessed or heard about a crime reports it to the competent authorities or those obligated to report it. Whether the person has suffered direct harm is not considered in reporting applications. Applications relating to all events that concern society and disrupt public order are considered reports and can be made by anyone.
For example; Crimes such as murder/assault, drug use/dealing, tax evasion, sexual harassment, bribery, prostitution, and gambling.
“What should be the subject of a "recommendation/opinion" type of application?
These are applications containing ideas, proposals, or recommendations put forward to improve the performance of a public service or to solve a problem or achieve an objective.
For example; Examples include suggestions regarding traffic regulations, opinions on educational curriculum topics, and views on healthcare services.
