Consumer Arbitration Boards
Consumer Arbitration Committees were established in provincial centers and in district centers whose qualification requirements are determined by regulation in order to find solutions to disputes that may arise from consumer transactions and consumer-oriented applications and to protect consumer rights within the scope of Law 6502 on the Protection of Consumers.
Law No. 6502 Article 66- (1) The Ministry is responsible for establishing at least one consumer arbitration board in provincial centers and in district centers whose eligibility requirements are determined by regulation, in order to resolve disputes that may arise from consumer transactions and practices directed at consumers..
Which Consumer Arbitration Board has jurisdiction?
The Consumer Arbitration Boards Regulation specifies which arbitration board has jurisdiction. Accordingly, provincial consumer arbitration boards have jurisdiction within the provincial boundaries, and district consumer arbitration boards have jurisdiction within the district boundaries. In districts where no consumer arbitration board has been established, the consumer arbitration board designated by the Ministry for that district has jurisdiction. Applications can be made to the consumer arbitration board located in the consumer's place of residence or where the consumer transaction took place.
Consumer Arbitration Board Monetary Limit 2021
With the communiqué published in the Official Gazette on December 26, 2020, the monetary limits for Consumer Arbitration Boards were increased. For disputes below the amounts specified below, it is not possible to apply directly to the Consumer Court.
The value of applications to Consumer Arbitration Boards for the year 2021 is:
- a) For District Consumer Arbitration Boards 7,550 Turkish Liraunder
- b) For Provincial Consumer Arbitration Boards in provinces with metropolitan status 7,550 Turkish Lira to 11,330 Turkish Lira in disputes between them,
- c) For the Provincial Consumer Arbitration Boards of provinces that do not have metropolitan status 11,330 Turkish Lirain disputes falling under,
- c) For Provincial Consumer Arbitration Boards in districts affiliated with provinces that do not have metropolitan status 7,550 Turkish Lira to 11,330 Turkish Lira It is responsible for resolving disputes between them.
How to File a Consumer Rights Application?
Consumer Rights Physical Application
Consumers can apply to the relevant consumer arbitration board or district governor's offices in person or through their lawyers, or they can submit their applications to the arbitration board by mail.
Consumer Rights Online Application
In addition to physical applications, consumers can also easily complete the necessary applications online from the comfort of their homes. The application process will be explained in detail below using images.

2. Log in with your e-government credentials.

3. You need to click the Consumer Applications button via the system.

4. You must enter the information of the company you are complaining about via the online form that opens. You can find this information on your product invoice or by answering the necessary questions through the MERSIS system. The company name, province, district, and address must be specified in this section.

5- Complaint Information. This section should include invoice and payment information for the product or service being complained about. Select your preferred option and provide explanations regarding your application. It is advisable to consult with a lawyer before filling out this section to avoid any potential loss of rights.

6- Documents Related to the Dispute. Here, scanned documents and records relating to the product, invoice, correspondence with the company, and similar information and documents can be uploaded.

7- The authorized arbitration panel to which the application will be submitted is selected.
8- The complaint process is completed by clicking the "Complete Application" button.
Appeal against the Consumer Arbitration Board Decision
The parties may appeal against the decisions of the consumer arbitration board to the consumer court located in the same place as the consumer arbitration board within fifteen days from the date of notification.
